Good place in Philly for a small crowd?

After sifting through past messages, I still can't seem to find mention of exactly what I'm looking for, so here goes the question. :)

A group of 6-8 friends, including myself (duh) are planning to get together sometime this weekend or during the next week, in the Philly area. We can be in Philly or out a little into the 'burbs, and we've got four qualifications for the ideal place:

First, naturally, the food has to be very good;

Second, we've got a wide range of budgets to deal with, and the lowest ones are really stretched right now, so we're trying to keep average price per person below $30 if humanly possible. So, at this point, we'd probably lean heavily towards the more ethnic options.

Third, not quite as vital but still a definite plus if it's available, we'd like a place that's fairly group-friendly and lets us relax and chat without having to shout (or to keep it to whispers).

Fourth, as an aside, one of us isn't much of a chowhound and doesn't have a very adventurous palate (to our sorrow, but we love him anyway), so it would probably be a good idea to go somewhere that has something relatively mainstream. That way all of us are happy.
