Gift Certicificate Options...contrast and compare please...

I was given a gift certificate for $150.00, which can be spent at any of the following restaurants

Restaurants I've never been to:
Fifth Floor
Cafe Pescatore
Scala's Bistro
Cafe Espresso

Restaurants I've been to:
Grand Cafe

I would like to use this gift certificate to go to a place I've never been and might not get a chance to go on my own since I live on a limited budget... So, I'm thinking maybe Masa's or Fifth Floor.

1. Which would you recommend? And, how much should I expect to spend in total for the meal for 2 people, with tax tip and wine? (Assume maybe a glass or two of modestly priced wine each)

2. If I were going to spend no more than $200 for the whole meal (including the girt certificate), tip tax and wine for 2 people, which would you recommend?

3. My birthday is on a Saturday in November. I'm assuming no chance in heck for Masa's or Fifth Floor on the actual evening of my birthday, but do you think I could get in on a weeknight to one of these two places?
