What's that garlicy sweet and sour sauce they pour over fish?

Specifically, a lot of Cantonese restaurants will cut deep slits into a fish, deep fry it so it's crispy, and then pour a sauce over it.

As far as I can tell, the sauce has chopped up garlic, sugar, vinegar, soy sauce, and some other things in it. It's usually slightly red/pink.

Does anyone have a basic recipe?
