Fresh vs. sprouted garlic

Most of the time when I buy garlic from the supermarket (even Whole Foods), it turns out to be already starting to sprout a little. It's only noticeable after I peel the garlic; it looks fine when I buy it though.

Does the sprouting signify that the garlic isn't fresh? If so, how do I know if the garlic I'm buying is truly fresh and hasn't started to sprout yet (without having to peel it)?
