Food Safety Question-- Corned Beef Brisket

I have a corned beef brisket that I had frozen from earlier in the year. We lost power in the hurricane and I was forced to thaw and use or dispose of all of the food in my freezers. I took the brisket to a neighbor's fridge so it has been refrigerated since the storm. When I opened the package today, the brine around the meat was gelatinous. I have never had that happen before. It smells and looks fine and the packaging was tight and completely sealed. What could have caused that? Does that mean we should avoid eating it? They are so preserved and it will cook all day but it left me wondering...
