Where can I find good Mongolian Beef?

Subject says it all. I get a hankering sometimes and want something very simple and straightforward. Beef slices (or lamb might be nice to try), green onions, white onions, dried chilies or chili paste, soy sauce. My pref is for the meat to be thinly sliced but not tissue thin, and cooked so it is a little browned.

Extra points if it's available as a rice plate.

Oakland Chinatown preferred, but Alameda, Berkeley, or El Cerrito would also work. Thanks.
