Help me find this Chinatown dim sum place

...if it still exists!

About 11 or 12 years ago I met up with a friend for lunch in Chinatown who knew the area well. He was very anxious to introduce me to his favorite dim sum place.

I don't know Chinatown well. I just let my friend lead me through the streets and I really didn't know what street we were on. I remember a bridge. I remember going inside this building (under the bridge?) that house a flea market of sorts. It didn't look as if there could be a restaurant in that place. Then there was a big, grand staircase at the end and it led up to a very nice restaurant. It was almost anachronistic in its location.

Servers came by with traditional carts. The food was excellent. I remember they barely spoke English. I remember feeling a little bad for the woman trying to explain what something was when we had a question. (My friend gave me the advice to "point to whatever looks good"). Although the place seemed impossible to find, the clientele did not appear to mostly be Chinese.

I still think of that place now and then, especially whenever someone brings up dim sum. I'd love to find it again as I have other friends now who would be interested. Sadly I've lost touch with my friend who first introduced me to the place and he doesn't seem to be on the common social network sites.
