Anyone have experience with All-Clad's steamer?

I picked up the 5 qt steamer for a great price, and while I don't really go nuts over AC as a brand, I was very pleased with my purchase. Until I tried it out. This thing cannot boil water to save its life. Granted, you don't really *need* a rolling boil to steam, but I was hoping the bottom could double as a stock pot, since right now my only size pots are a 2 qt and an 8 qt. I have a super cheap 8 qt steamer (Giada for Target, cost like $10 on clearance), the disc bottom is thinner than the AC, and it makes it to a full boil no problem (so it's definitely not my stovetop.)

Has anyone else noticed this trouble? The reviews online are all glowing. I'm contemplating contacting AC to try and get a warranty replacement, maybe I just got a lemon somehow xD
