May I have elegance and class with a side of funk please?

Winter break is on its way and people that are away at college will be home.
A couple of friends and I thought it would be fun to go into the city for dinner and such.
We know what we want.. thats about it. :-(

Its going to be on a Wednesday night.
Group of 8-11 20-23 year olds (boys and girls), we want to be able to dress up and such.
We're looking for a place that's upscale and groovy but not so over the top that we feel out of place.
We definitely want it to be more on the mellow side yet classy and fun. The actual type of food itself doesn't really matter. We are all about the ambiance!

After dinner we thought it would be awesome to do something else, but what?.
Our group isn't big on drinking, and I don't think we're really feeling "da club" scene.
Any ideas? Also what time is most appropriate for such activities?
