Duluthian seeks special dinner

Hello - you are a wonderful find. I am lonesome for other food lovers. Will be visiting Washington from Duluth, MN for the week of March 8th. Wish for beautiful dinner experience, memorable food that is so delicious it could make a person cry (remember the episode of "Baking with Julia", where she cried when she tasted the dish? That's what I'm talking about). I am vegetarian (ovo-lacto), my husband is a fish eater, and would prefer not to wear a tie to dinner. I think reasonable maximum for this event would be around $100, not including wine or tip. Friends from Oregon fondly remember the Hay-Adams and the Willard Room, but these look like tie places, and spendy (although we would splurge, and he'd wear a tie, if you recommend either of those). We'll be staying in Crystal City, and won't have a car. We love ethnic foods, too. My only other trip to D.C. gave me my first Ethiopian experience, which I plan to repeat.
