dried mushrooms-why?

I understand their use if we are talking about some hard to find/seasonal 'shroom, but why does Deborah Madison want me to use dried, rather than fresh, shitakes in Burmese noodles? I really don't like the chewiness of reconstituted shrooms.The mushroom soaking water goes into the noodles later-can I use fresh and use chicken stock or water in place of the shroom water?
