Difference between syrups and mixers

Hi, I'm exploring the world of bottled cocktail ingredients - syrups and mixers in particular. Across the number of brands I've sampled from, I've noticed the syrups tend to be about +2x as thick as the mixers (but this isn't always true.) Flavor profiles all tend to be within the same fruit/citrus + herb/spice family, and both products are intended to be used in similar ways (as a modifying agent to a base spirit).

I'm wondering if there is an actual difference (maybe in the way it is made, or the ingredients it contains) between syrup and mixer outside of texture or viscosity alone.

Note - I'm specifically talking about the newer craft brands that make these ingredients, not the mass-produced, bottom-shelf plastic bottle offerings.
