How do you deal with...

I work in an internet cafe-type place. We have a full menu, serve beer and wine, and have billiards and darts. In the menu, it clearly indidcates that customers should eat prepared food at the bar or tables in order to keep the computer areas clean and free of food. (Pizza sauce in a keyboard is a no-brainer-bad-thing, so food at the computer tables is not allowed.) Here's where we get to the tricky part...what is the best way to handle patrons who order food, eat 1/2-3/4 of the food, leave it at a table or on the bar, return to using the computer (or go to shoot pool or step outside to talk), then come back 30-45-60 minutes later and complain about why someone cleared away their food? Is it unrealistic to expect that food left for that long would naturally be tossed and the eating area cleaned up? What is the proper etiquette on unattended food?
