Corned beef

I bought a good quality seven pound brisket from the local butcher with the intention of making my own corned beef. All the recipies that I have found online ask for things like whole all spice and fresh herbs. I live in rural Indiana, and fresh herbs just aren't sold here. I did have some luck finding the dried herbs in whole form, but they were extremely expensive.

Does anyone have a recipe for the brine that uses dried herbs? Can ground dried herbs be substituted for whole dried herbs?
