How to cook frozen Bolinhos de Bacalhau (cod fritters)?

I was assured by a friend that I could pre-form bolinhos de bacalhau (Portuguese cod fritters) and freeze them, frying them when I am ready to serve them. I just tried to fry one of these frozen things, using the regular recipe's instructions to do so at 375 degrees F, but I found that they got too brown outside before they even got cooked inside. Should I lower the temp (to perhaps 325), or should I thaw them before cooking, in which case they may lose their shape?
