conversion ratio for powdered to leaf gelatin?

I am making panna cotta, recipe calls for 1 envelope powdered gelatin (to 1 quart heavy cream and 1/4 cup water for dissolving the gelatin), but all I can find in the store is leaf gelatin. Will 1 leaf equal 1 envelope or ???? And what sort of allowance should I make for the water, since I'll squeeze out the leaf gelatin rather than adding it to the cream with water?
