Clearwater beach area without a car

i am coming down from NYC for a weekend sometime soon. we are bidding for a hotel on priceline but don't know the area at all. which area has the most CHEAP, chowish places--clearwater beach, st. pete's beach, sand key or madeira beach?

we don't plan to rent a car, but again, since we don't know the area, can someone tell me if a car is necessary? which area has the most chow places that we could either walk to or take public transportation? are cabs an option? if renting a car is really the way to go though, please let me know!

i am mostly interested in inexpensive seafood and cuban sandwiches. i saw the posts on frenchy's and it looks great! menu on the website looks to be the perfect price range. i saw the post on airport variety store as well, but since we will be flying into the tampa bay airport, i guess that's not an option.

any advice, chowhounds?
