What to do with All Clad Stainless Pan with slight damage?

I've been scouring all the local TJ Maxx and similar stores to find the 13 inch French Skillet with lid/loop and finally found one. However, there is a small area splintering off the rim. When I look closely, it is a bit of the stainless steel that is damaged, so that if you run your finger on it you would probably get cut. Everything else if fine. My question is, if you were me, would you take a nail file and file off the splintered part and not worry that more of the steel would come off and expose the aluminum more over time? Or would you consider it a manufacturer's defect and return it to All-Clad? I got it for $99, which I think is a pretty good deal and makes it affordable for me. I tried to take a picture as closely as possible, but at least you can see that it is a very small area. Can anything happen to the exposed aluminum/steel? I'm worried that if I try to fix the damage myself and it gets worse, that All Clad won't fix it. TIA!
