Help with chocolate filling setting please

I made this tart for Thanksgiving, but had a problem with the filling setting. Would a different form of milk chocolate work better, rather than using bar chocolate? Would chips work better? Or is the recipe flawed in the ratio of cream to chocolate? I want to leave it as milk chocolate. Any suggestions? Thanks.
