Chili w/garlic

I'm making some (beanless) chili. First brown the meat, then add tomatoes & spices; etc. We all know that.

I'd like to toss in some garlic. But should I put it in with the browning meat, or in the simmering pot containing all the ingredients? And how much might you suggest?

I'm using two pounds of beef.
