Do you have a CHEAP, really cheap Manhattan meat source?

Please, no flames. Be kind. I need to start feeding my dogs homemade food again. In particular, they prefer goat and/or beef. (Cheap chicken parts are easy for me to find, but the dogs don't care that much for poultry, and I personally prefer not to purchase pork.) Bone-in is okay, but prefer non-weightbearing bones. Plus, I need it to be already cut up into stew-sized pieces (or else pre-ground). Past expiration date is also okay, but the two groceries I checked with near me said it was illegal for them to sell or even give me the meat they throw away. "Cheap" means $1-2 a pound, the lower the better. Do any Manhattan sources exist? Many thanks.
