What should I do with challah dough that isn't rising?

This morning I made the Joan Nathan orange and fennel challah recipe. The yeast was all bubbly but the dough has been sitting for 1 1/2 hours and nothing is happening. It's pretty dense. Can I make something else with it? It's a lot of dough to waste. Thanks.
