celebration for 20 under $30-Tanti Baci?

Dear Hounds,

I have been an avid but mostly silent viewer for a while but would now like some advice. A couple Tuesdays from now two fellow students and I will be finishing our comprehensive examinations and would like to celebrate before leaving to do research in Japan. We had hoped to splurge a bit, but since there may be about twenty or so revelers on a tight budget, we would like to find somewhere where we can eat food that is very good but doesnft have to be spectacular, drink decent wine and good beer, and still be under $30 a head so that we can continue celebrating (or depending on our fates, continue drowning our sorrows) elsewhere. In terms of cuisine, a place with good fish would be great, preferably not Japanese, Chinese, or Korean as we all eat these regularly. Anywhere in Manhattan south of the 50fs or on the east side would be fine. This may be a bit general but we are quite flexible, as long as itfs festive yet reasonable.

I did a search for reasonable group options and Tanti Baci seemed like a good choice. Is it true that the one in the East Village is best? Any other suggestions?
