cast iron teapot with plastic liner?

I just bought a cast iron tea pot off of ebay that had been used only "a few times". Everything seems fine, but there was this piece of what looked like thin black plastic liner that was peeling off inside the spout near the end of the spout. It almost seemed like a very thin trash bag type of plastic. Supposedly this pot had no enamel lining, but it looked like it had a lining. It didn't look like the rough surface that I would expect with raw cast iron.

Do they make cast iron tea pots with plastic liners?

Is there any health risk here?

Also, are there any reasons to think that someone unscrupulous would mix some hazardous metal with cast iron (like lead, etc) and sell it cheap?
