Wondering how to make sliced carrots with zig-zag edges, like what I often see in Thai restaurants (in curries, noodle dishes, and steamed). Linked to a pic that includes carrots with these edges. Is there a special kind of peeler or device that people use for this?

Yes, it's called a mandoline and they usually come with a variety of blades. There are also ridged hand tools you can use to cut them one by one but that gets pretty tedious.

Check carefully -- not all of those come with the ripple cutter. And there are probably Processor blades that will do the trick as well if you have the right unit.
I don't think the OP is talking about the kind of cut that a mandoline/krinkle cutter/ripple cutter would make. In the photo, the carrot coins have scalloped EDGES. I have seen cutters similar to a biscuit cutter that would achieve that effect - first cut the carrot into coins, then 'stamp' out the flower shape with the cutter - but there would be a lot of waste due to the way carrots taper.
Ah, you're right. It took a while to find the lone carrot slice in the pic and I see what you are talking about.
To do this, you use a fork or a zester to create the grooves lengthwise, then slice, as has already been noted. And yeah, they do make little cookie cutter rounds for things like this as well.
If you don´t have a mandoline, you can cut the carrots by hand. You´ll need a very sharp knife. Peel the carrots and place one in front of you. Cut a long, shallow V shape into the carrot; first one side, then the other. Remove the carrot strip. Rotate the carrot slightly, then cut another V shape. Remove the strip. Keep going until you have gone round the entire carrot. Once that is done, slice the carrot into rounds and you´re done. Carrot flowers - with crinkly edges.
