captain's tips?

A friend recently went to dinner at Le Bernardin and when the bill came, there was a space for them to leave a "captain's tip" on top of the standard one. I have never heard of such a thing and I'm inclined to say it seems pretty offensive after a meal of that price. Isn't it up to the front of the house manager to divide up the pooled tips from the night and distribute them as they see fit, with the captain, no doubt, getting a bigger cut than the waiters? Anyone want to weigh in?
