Can Anyone help with canning vinegar peppers?

My mom made them all the time. I seem to remember, cut up bell peppers, white cider vinegar, sale and garlic. I tried using distilled white vinegar, but the garlic turned blue. Anyone have a suggestion as to why this might have happened? It scared me off the peppers a little even though they weren't bad, just not like mom's. Any input?
