Cafe Rue, Park Blvd, Oakland

Hi all. A fairly simple, standard Chinese restaurant (Phoenix restaurant) I used to frequent recently morphed into Cafe Rue, a fusion French-Asian restaurant. It's a few doors down from Parkway Theatre on Park Blvd in East Oakland. I haven't tried Cafe Rue yet, and don't know if a restaurant with relatively high prices will do well here, but hope it does well if the food is good.
If anyone goes, please post.
Below is their New Year's Eve Dinner special. It says pre-payment is requested...is this unusual?
