Buying lamb in Kent

My husband and I love lamb and would like to experiment with it, but I have no idea how to tell if it's good/fresh or even a decent price. We just moved to a very culturally diverse part of Kent- just off Kent Kangley and 124th- and I feel there's probably more around than I realize. I know there are several Indian, Mexican, Asian groceries around.

Just to give a guess I looked at the Safeway down the street and they have shanks for $6/lb and shoulder for $9.50.

Any ideas? Anyone familiar with the area?
