Buckwheat Flour (blé noir) outside of France?

I'm not sure whether this is more appropriate for the France forum or the Japan one, so I'll post in both.

I am currently living in Japan with my boyfriend who previously lived in Nantes. I want to make him galettes for our anniversary, but I don't know where I can find French ingredients. I live a couple hours away from Tokyo so it would be fairly easy for me to go there to purchase it.

Does anyone know of any stores that might carry it? Or barring that, any websites that you can recommend that ship to Japan?

I would think that given how big soba (buckwheat noodles) in Japan are, that it wouldn't be too hard to find the flour, but so far, I've had no luck...
