Black and Whites -- Hard or Soft?

Quick question here. I've had black and white cookies from a variety of bakeries on the east coast. The "cookie" part is usually soft and spongey -- more like cake than an actual cookie. But then a couple times I've gotten much harder, more traditional cookie-like ones from bakeries in Manhattan.

So what's the deal? Is the soft-cakey variety or the harder, crunchier variety the "true" black and white?
