A Bit More Upper Class Than Casual Dinner Restaurant in the San Fernando Valley

Ethnicity is unimportant. What is important is the cuisine, the ambience and the service. Dinner is to celebrate a young lady's major career promotion after she has spent the past eight years working her ass off to prepare herself for it. She, her mother, sister and I make up the party. The San Fernando Valley is preferable, but not mandatory. It has to have a bar including champaign (in case I want to order it.) I'm not looking for the cheapest restaurant in town, but I also don't want to blow my entire social security check on it. This is a very special dinner for a very special young lady, so I'd deeply appreciate all suggestions. Thank you.
