Getting A Better Biscuit

My biscuits are ok I guess, but something is not quite right. I can't put my finger on it.
1st, Lilly's soft white flour is not available where I live, so I must use All-purpose unbleached flour.

Pre-heat oven to 425 F (my oven will not go any higher)

2 cups of A.P flour, lightly spooned into measuring cup.
1 tsp salt
2 tsp sugar
1 TBLSP of fresh baking powder
1/3 cup of butter flavor Crisco shortening
1 cup milk.
combine dry ingredients
cut in shortening
add milk and stir for 30 seconds to combine well. The dough is now fairly wet.
Dump out onto a lightly floured countertop.
Dust top lightly with flour
Roll out to a 3/4 inch thickness
Fold in thirds, like a business letter
Roll out, again to 3/4 inch thickness
Using a sharp biscuit cutter, press down but DO NOT TWIST.
Place biscuit rounds, touching, into a round cake pan. (they just barely fit)
Bake in oven for 20 minutes or until tops are lightly browned.
remove from oven and let them cool for 15 minutes before eating.

As I said, they are ok tasting, but still not quite right.
