beef for tartare at home

I love beef tartare (and kitfo, and kibbe, etc.), and I've been hankering to make it at home. But it's difficult to know which butcher to trust.

I live in Pasadena, so quality places like Whole Foods and Bristol Farms (and now Gelsons) are available to me. I certainly trust Whole Foods for fish--no problems with their ahi for sashimi--so I'm as eager as can be to ask them about beef to serve raw.

Does anyone know of a reputable butcher in or near Pasadena (or the surrounding area--hey, it's LA; I can drive) that butchers beef in a hygiene-enough manner that I can safely prepare and serve raw? It certainly would help my "research" (and the inquiries of others) in case my query at Whole Foods turns out less-than-positive.
