Why Must Bartenders Touch the Garnishes with their Hands?

While handling cash and not washing their hands? Could take the garnish with a fork and a fresh napkin and handle them this way?

Have noticed this a lot in other places as well -- servers in cash-type places touching lemons, bread, etc; pizza places where the guy touches the slice as he steadies it into the oven with a spatula....

In high-end places, management would prohibit this, of course, but in run-of-the-mill places, it's almost predictable.
