In Baltimore or surrounding: Dressy Dinner by the Water 18th B-day family Party suggestions?

Question

Would love suggestions about where to go for a dressy 18th Birthday celebration for my daughter in Baltimore or surrounding areas north of the city. Ideally the venue would be on the water- we even explored on boats, but the food looked super sub-par. Any suggestions would be welcome!

Upscale meal on the water with great food is a tough match in Baltimore. Here's a few suggestion but none meets all of your need:

Magdalena: Best fine-dining destination in Baltimore imo over Charleston serving modern American. It's within Ivy Hotel and not on the water. 

Waterfront Kitchen: can't get anymore close to the water than here, with spectacular and expansive view harbor, and tiered outdoor seatings. Farm-to-table modern American menu with above average food.

Cinghiale: view of the Harbor East and the marina across the street when sitting outside. Modern northern Italian menu with decent food and at times with some great specials. Fantastic winelist (50% off every bottle on Tuesdays).

Loch Bar: located at the water's edge (view of the adjacent marina) of the Four Seasons in Harbor East. If you like seafood this may be a pricy but good match. They also have some outdoor seats, which I assume can be arranged to meet the need of your party as indoor space is not quite suited - space-wise and ambience - for a large or celebratory/elegant party.

WWD's suggestions are also good ones, though Charleston has limited water view,. Azumi (Japanese) Ouzo Bay (Greek), and Wit & Wisdom (American) are all just okay and expensive choices all on the water in Harbor East.
