What's that baking soda doing in the meatballs?

I have a recipe (from a recent cookbook whose name I've lost) for some sort of Chinese meatballs. It calls for adding a tsp of baking soda to 1 lb hamburger.

I've never before seen any recipe that includes baking soda with the ground beef, so now I'm wondering: what is the function of the baking soda?
