Annisa/Rainbow room and swanky bars/Hotel Wales

Hi,

We are two DC chowhounds making the semi-annual pilgrimage to NYC. A couple of questions:

We are staying at the Hotel Wales on the Upper East Side, at 1295 Madison. This is the first time we've been in this area--any lunch or breakfast recommendations?

Debating whether to go to the Rainbow Room-is this like the Plaza and Tavern in that there's really nothing to go for anymore? We love swanky bars, especially hotel bars and don't mind paying more for a drink if there's munchies and a good atmosphere. Recommendations? We've been to the Beekman and the Peninsula. What about the King Cole, etc?

Lastly, I know this board generally approves of Annisa-has anyone been recently? I did see the tirade about the poor service/tasting menu.
