21st birthday dinner

Hi all,

I'm planning on taking out my 21-year old cousin for a nice birthday dinner on Monday. There will be three of us (ages 21, 22 and 30) and I'm looking for something relatively upscale with great food. I'd like to spend no more than $60 per person (not including alcohol), but would like to be able to get at least 2 courses, if not 3.

The birthday girl is neither a steak of seafood fan. So, I need a restaurant that has other options. French or American would be good, but I'm open.

As for location, we're going for drinks at the Rainbow Room after dinner. So, in that vicinity would be best, but again, I'd take a cab over there if you have good suggestions other place in the city.
