upscale "early bird" specials?

I just returned from Florida where we were taken to a decent restaurant (Valanni-class, e.g. $10 martinis, $9 apps, $18-25 entrees, etc.). They had a $13.95 3-course special (app, entree, and dessert) from a limited "sunset menu" if you were seated between 4:30-5:30pm.

Yes, $13.95 for three courses. And it was pretty good.

I remember a few restaurants having special "early bird" prix-fixe menus. I think Lolita does or did a $25 or $30 three-course, which at their prices basically came down to free dessert. And I think Twenty Manning did something similar for awhile.

Are there any good, upscale-to-fine-dining specials out there? Philly is not South Florida, and I doubt there are $13.95 specials to be had, but what's out there right now?
