I'm not sure how long they've been offering since I stopped going to the Garden at the Cellar for a while (it's just way too crowded on the weekends for me. i'm lame) but the wife and I stopped by last night after a walk through the snow. They have a great Sunday menu where everything is either 5 or 10 dollars. She had a skillet salad with blue cheese, apples, arugula, and olive oil poached chicken which was addictive and I had their burger. The bun was a bit heavy but the burger was cooked perfectly medium rare and served with a generous portion of fries. The tables were filled but no one at the bar except us. The rest of the menu looked great with a lot of options in the 10 dollar range, mostly soups or small side dishes on the 5 dollar range. Overall, I'm glad I went back. It's a great neighborhood place when not too busy and loud. One caveat is that the food took forever to come out. Not sure if it's because all the tables filled up at once just before we got there or whether they wanted us to order more drinks.
