HELP! Special Occasion Dinner in Phoenix

Hello Arizona Hounds!

I need help. My fiancé' and I have decided to celebrate our wedding in a small manner. Civil Ceremony for whoever wants to attend, cocktail hour at a nearby historic hotel and then dinner out with just family, the date is February 17th (High Season I know….). Here are the details:

Phoenix location from downtown area to 68th St and Camelback area.
10-15 people for Dinner.
Non-Smoking Section provided.
Entrée price range should be in the 15-35 dollar amount including a side dish or salad. accompaniment. (I know this throws out Ruth’s Chris, T. Cook’s etc…)
Reservations MUST be accepted or at least provisions made for a special occasion.
Full Service Bar or the ability to BYOB.

Thanks for all your help, we were going to originally have a medium to large wedding but as fate would have it driving around one day we fell in love with a house, put in an offer and were accepted so out with the big wedding to do and in with the house.
