Looking for restaurants in Downtown Sacramento.

In a few weeks, our school prom will be held around downtown, and I'm currently looking for a good restaurant to eat at and that isn't too expensive.

After searching online, I had found 3 restaurants that seemed to be good, they were, Moxie, Chanterelle, and The Firehouse. But my friends didn't really want to go to Moxie and Chanterelle, and The Firehouse is pretty expensive.

After another search, I found The Waterboy, Biba, 55 Degrees, Chops, and Sofias. And after searching through this forum a bit I noticed that a lot of people do not like the service and food of 55 degrees so that's currently off the list. I also see alot of people recommending The Waterboy and Biba, so I would like to know if these restaurants would be good to go to for prom? We want a restaurant that is pretty elegant/fancy looking and with a nice price range. Do you guys have any other restaurants that you guys would like to recommend for this occasion?

Also, right now I'm looking at Mason's, anybody have any comments on this restaurant too?
