A Phillips seafood house and a "Noodles and Company" in Silver Spring.
In other notes the current issue of Washingtonian reviews Rosa Mexicano. The ambience, guacamole and margaritas receive raves and the food, generally, is called uneven.
Also, a major new restaurant is slated to open in March in Old Town, Eve.
