Yes, believe it or not, after eating multiple recent meals at Chinatown's best-known dim sum places, I honestly think that the most consistently well prepared "rolling cart" dim sum is actually found on the Upper East Side.
That said, selections at Cafe Evergreen generally run about twice the price of comparable selections in Chinatown, while only being, perhaps, 20% (as if one could numerically quantify something like this) better than those at Oriental Garden or Jing Fong (my Chinatown favorites). Thus, when I'm really craving a lot of dim sum, I usually go down to C-town anyway, to keep the tab down to a reasonable level. Nevertheless, if price is no object...
