Le Castagne - How can a resturant be so consistently bad?

About two years ago my wife and I went across the street to eat at La Castagne. Yes, we had just moved across the street and we were hoping to be regular diners. We took the table in the bar looking out on Chestnut St. What a mistake. The waitstaff forgot we were there! I dont remember exactly what we had, but I do remember the food being very mediocre and the prices being outrageous.
Last week we went again because we had a gift certificate. We took the same table and had the same AWFUL service! Once again, they forgot about us. I ordered the special appetizer which was Buffalo Parmesan and Italian meats (16.00). When the appetizer came there was no cheese! Just meats and olives. By the time the waiter came back, I was finished. The waiter did not believe me that there was no cheese. Finally, he went to the kitchen and bought back a small plate with several slices of cheese (delicious cheese!). Our dinners included a very unspecial pasta dish. Any pasta dish at Casta Diva is better. I also had the trout stuffed with something or other. The trout was rolled up to hold the stuffing and not could not have been drier. A VERY expensive check for below average service and average food. Thank god for Casta Diva around the corner. As a side note we ate at Le Bec Fin in their Garden room last week and spent less money for food that was better then sex!
