ketchup vs. vinegar on fries

In England, vinegar is the preferred condiment with fried potatoes--french fries here, chips there. Since the English were the primary settlers of Maryland, does this account for the widespread use of vinegar on fries rather than ketchup as in most part of the USA? thanks--bay traveler
