Good/cheap red meat in SF or east bay?

So, I have plans to be a part of a double date this upcomming Tuesday. Two of the group live in Richmond, so plans were to get dinner somewhere in the east bay or SF. I'm the only foodie in the group, and the other three are on a pretty strict budget. To add into the mix, I'm on a strict low carb diet, which invalidates almost all the cheaper options I can think of. So, I am turning to you for help:

We've decided that we all want good red meat. The budget is $25 or less per person, inclusive of tip and everything (ack, I know, hard to find this sorta thing for this price!). Anyone have any suggestions on where to go in SF or the east bay for inexpensive but quality steak/prime rib/etc.? Since this is a date, it would be nice to have something of a nicer atmosphere (adult, funky but not tacky, mid-to-low on the noise).

Thanks so much for any ideas you might have. I'm good with restaraunts, but my general price level is a bit higher, and most of the cheaper things I know of are things I can't eat at the moment (doing really strict diet stuff for the next two weeks, after which I'll be able to relax and eat Chinese again).
