Eastern Empire, Sacto Chinese.

This one is usually off the radar. I use it for lunch because it is close to my work. They have plate lunches, lunch specials, and a Chinese menu (with English, so accessible). Couple months back I went and asked for the Chinese menu, and they said it under revision. Ooops big problem?

Last week I went back again and the Chinese menu is now back. This place is Shanghainese. It has things like soup noodles, scallion pancakes, pot stickers, etc. (No shui lung bao.) They do execute what they have with consistency. We had the pork and preserved vegetable soup noodle and scallion pancakes, and a three meat dish from the lunch specials. Their pancakes were not flaky enough for me. But the others they were very good. They also used to have a braised beef soup noodle that is excellent. I don't know if they still have it.

This is not a destination restaurant by any means. But for a reasonable price Chinese lunch in this area, this is it.

The restaurant is located on Howe Ave., in the Safeway shopping center south of Fair Oaks Blvd.
