Birthday dinner for 20?

Dear Baltimore and DC hounds,

I am a Boston hound, so I am not very familiar with restaurants in your area. My parents live in Baltimore suburbs and my Mom is turning 50 this year. We are looking for a place to surprise her with a birthday party. There'll be around 20 of us.

We had a wonderful party for my Dad last year at Due, but it sounds like my Mom does not want to do exactly the same thing for her birthday. Well, Due is the only great restaurant in Baltimore that I know becaue my parents don't eat out much. Can you recommend a place that can host 20 people in a private (or semi-private) dining room that has really great food and festive atmosphere. Great service is very important too for an event like this. Here are all the details:

Location: within 1 hour drive from Owings Mills, MD

Price: up to $40/person before wine, tax, and tip

Atmosphere: festive but not stuffy

Cuisine: deliciousness is the most important factor. Since some of the people in our group are not particularly adventurous diners, it would be good to have some meat-and-potatoes options on the menu as well as some creative ones. Ethnic restaurants are fine too, as long as they are not too casual.
